The decedent has been identified as Roderick Kent Jerro, 61, of Orange. According to OCSD, Jerro was originally booked on June 17 by the Orange Police Department, was hospitalized on June 29, and was pronounced dead on June 30. The IRC serves as the primary booking and release hub for the OC jail system.

A second in-custody death was reported by OCSD at the Theo Lacy Facility, with a release date of July 10, 2026. The decedent has been identified as Manuel Moreno, 61, of Yorba Linda. According to OCSD, Moreno was booked on December 11, 2025 by the Placentia Police Department, was hospitalized on July 7, and was pronounced dead on July 8. Theo Lacy is a separate OCSD-operated detention facility in Orange, CA, housing medium- to high-security adult male detainees.

OCSD is the primary reporting agency for both incidents. Per standard California practice, in-custody deaths trigger notification to the Orange County Sheriff-Coroner, and independent autopsies are underway in both cases. The OCDA is investigating. No external review by the California Department of Justice has been publicly confirmed in available evidence.
