Orange County's E-Bike Problem: Deaths, Trauma Cases and a Regulatory Scramble
Orange County's e-bike and e-moto safety crisis remains active through late August 2026, with at least four confirmed fatalities this year, 26 open OCDA parent investigations, AB 1569 enrolled and awaiting the governor's signature, and the county's first E-Bike and E-Moto Buy Back event scheduled for Sept. 13.
Victims range from an 81-year-old pedestrian to a 13-year-old rider; the OC DA's RIDE SAFELY unit is pursuing 26 open parent investigations and has charged four parents; state legislators, school districts, and private platforms are also responding.
A countywide surge in e-bike and e-moto crashes has produced at least four fatalities in 2026, hundreds of pediatric trauma cases, and a multi-front regulatory and criminal-accountability response by city, county, state, and DA offices.
Countywide, with confirmed fatal incidents in Lake Forest, Garden Grove, Huntington Beach, and Santa Ana; regulatory activity spans all 34 OC cities and Sacramento.
Crisis trajectory documented from 2020; four 2026 fatalities between April and August; criminal cases, legislative action, and a Sept. 13 buy-back event are the current leading edges.
Surron-class electric motorcycles sold as e-bikes, speed modifications, under-age riders, and a historically fragmented regulatory landscape have combined to produce an injury and fatality spike that hospitals, law enforcement, and legislators are scrambling to address.
Orange County's e-bike and electric-motorcycle crisis remains active through late August 2026. At least four people have died in OC incidents this year — a pedestrian in Lake Forest, a 13-year-old rider in Garden Grove, a 21-year-old in Huntington Beach, and a 44-year-old in Santa Ana — while criminal cases against parents and drivers advance through the courts, a multi-agency regulatory response continues at the city, county, and state levels, and the OC DA has announced the county's first device buy-back event.
Pediatric trauma activations at Children's Hospital of Orange County (CHOC) rose from 1 in 2021 to 201 in 2025, making e-bike injuries the leading cause of ED trauma visits at that facility last year. CHP data shows OC e-bike crashes grew from 34 in 2020 to 347 in 2025, including 3 deaths; Providence Mission Hospital separately treated 255 e-bike injuries in 2025. Hospital counts and CHP crash reports are distinct, non-comparable data series. Top cities of origin for the 2019–2024 CHOC pediatric dataset: Huntington Beach, Irvine, Santa Ana, Orange, and Newport Beach; most injured riders were ages 11–16.
Five significant 2026 incidents are confirmed by news reports: Ed Ashman, 81, struck near El Toro High School in Lake Forest on April 16 by a 14-year-old on an e-moto and later died; Benson Nguyen, 13, who lost control of a Surron-class e-moto in Garden Grove on May 7; Jeffrey Marlow, 21, of Westminster, who crashed at Warner Ave. and Plaza Ln. in Huntington Beach on July 21 and died July 26; an Aug. 10 hit-and-run on S. Raitt St. in Santa Ana that hospitalized a rider (driver still at large as of last report); and Robert Pilgrim, 44, killed Aug. 11 at Santiago St. and Santa Ana Blvd. in Santa Ana — two e-bike crashes in as many nights in the city. On March 12, a 72-year-old woman was struck by a juvenile on an electric motorcycle in Seal Beach and spent two weeks in the ICU. The adjacent e-scooter class has produced a death of its own: CSUF women's soccer player Lauren Turner, 19, was hit by a box truck while riding an e-scooter near Associated Road at the Fullerton campus in September 2025 and died Nov. 7, 2025.
The OC DA launched the RIDE SAFELY unit on May 13, 2026, describing the situation as epidemic-level. Active cases include: Tommi Jo Mejer, 51, of Aliso Viejo, charged with involuntary manslaughter, child endangerment, and accessory after the fact in connection with the Ashman death; a Yorba Linda father (Richard Eyssallenne, named in the Aug. 14 AP story) charged in March with felony child endangerment after modifying his 12-year-old's e-moto to approximately 60 mph before a critical crash; and Brandon Soleau, 21, charged July 17 with vehicular manslaughter in the 2025 PCH death of e-bike rider Kolby Aipa, 20. As of July 31, 2026, OCDA prosecutors were overseeing 26 open investigations into parents of kids suspected of illegally riding e-bikes or e-motos. The AP published a national story on Aug. 14, 2026 spotlighting OC as the leading edge of parent prosecutions, with four parents already charged.
State: AB 1774 (2025) banned speed-raising modifications; AB 544 and AB 875 (eff. Jan 1, 2026) added rear-light requirements and authorized impoundment of Class 3 e-bikes ridden by under-16s; SB 1271 set battery standards; SB 586 defined off-highway e-motos; AB 2346 (2026) requires speedometers and lamps on Class 2 units sold from Jan 1, 2029. AB 1569 (co-authored by Assemblymember Laurie Davies, R-Laguna Niguel) passed the state Senate 39-0 on Aug. 10, was enrolled, and was presented to the governor on Aug. 18, 2026; it would require the CA Dept. of Education and CHP to create a standardized e-bike safety and training program for grades 7–12. Amazon halted California sales of non-compliant e-bikes in May 2026 following a state AG consumer alert.
Local: Active city measures span Newport Beach, Irvine, Huntington Beach, San Clemente, Laguna Beach, and Seal Beach, among others. The ordinance wave now covers more than half of the county's 34 cities. Garden Grove was weighing Huntington Beach's education-diversion-parent-fine model as of last report.
Schools: Newport-Mesa USD banned TK–8 student possession or operation on and around campuses starting 2026–27. Irvine USD, Huntington Beach UHSD, and Capistrano USD require training and/or registration.
Private sector: RidePermit, a private compliance platform founded by Anthony Bright of Coto de Caza, launched July 31, 2026 with free digital IDs after a parent/child safety course and an optional $25 decal. The OC DA announced on Aug. 20 that a Buy Back event will be held Sunday, Sept. 13, 2026: surrendered e-bikes, pocket bikes, e-scooters, and e-motos will be exchanged for gift cards of $200–$1,000 by device classification, with two Angels tickets for the first 75 participants.
The Aug. 10 Santa Ana hit-and-run driver remains unidentified. The Mejer manslaughter trial and the Eyssallenne child-endangerment case have not yet reached verdict. AB 1569 awaits the governor's signature or veto. The Grand Jury's Dec. 1, 2024 deadline for all 34 cities to stand up crash-reporting mechanisms has passed with compliance status unclear. Also pending: which of the 26 open parent files result in charges, the final text of Irvine's parent-liability ordinance, ordinance votes in Garden Grove, Newport-Mesa USD's first year of TK–8 enforcement, CHOC's 2026 injury counts (not yet public), and turnout at the Sept. 13 buy-back.
