Irvine Woman Wanying "Heather" Zhang Charged as Unregistered Agent of China, Accused of Surveilling Taiwanese Official's Relative
Wanying "Heather" Zhang, 34, of Irvine, remains detained on a federal complaint charging her with acting as an unregistered agent of China; a judge denied her request to review the detention order on Oct. 14. A preliminary hearing is set for Oct. 19 and a post-indictment arraignment for Oct. 23; no indictment had been filed as of Oct. 16. The charge is an allegation.
Defendant Wanying 'Heather' Zhang, an Irvine real estate agent, age 34. Prosecuted by the U.S. Attorney's Office for the Central District of California (First AUSA Bill Essayli). Case before C.D. Cal. Magistrate Judge Steve Kim and U.S. District Judge Serena R. Murillo.
Federal complaint charging Wanying 'Heather' Zhang, 34, with acting as an unregistered agent of the People's Republic of China under 18 U.S.C. § 951.
Arrest at LAX; initial appearance and detention proceedings in federal court, Los Angeles (C.D. Cal. case 2:26-mj-05818). Alleged surveillance conducted in Seattle in 2025. Defendant resides in Irvine.
Arrest reported as Oct. 2 or Oct. 4, 2026 (date disputed in coverage). Initial appearance Oct. 5; detention ordered Oct. 7; detention review denied Oct. 14. Preliminary hearing set Oct. 19; arraignment set Oct. 23.
Prosecutors allege Zhang traveled to Seattle in 2025 and surveilled a close relative of a Taiwanese official, allegedly at the direction of the PRC government.
Wanying "Heather" Zhang, 34, of Irvine, remains in federal custody on a complaint charging her with acting as an unregistered agent of the People's Republic of China (18 U.S.C. § 951). As of Oct. 16, 2026, no indictment has appeared on the public docket. The next scheduled court dates are a preliminary hearing on Oct. 19 and a post-indictment arraignment on Oct. 23, both at 11:30 a.m. before the duty magistrate judge (C.D. Cal. case 2:26-mj-05818). All allegations are unproven; no conviction or guilty plea has been entered.
First Assistant U.S. Attorney Bill Essayli stated that the FBI arrested Zhang at LAX as she attempted to board a flight to China. Prosecutors allege she traveled to Seattle in 2025 and conducted surveillance on a close relative of a Taiwanese official. ABC7 reported the target's relative is a family member of Taiwan's president. The government has not publicly identified the surveillance target.
Reporting on the arrest date remains inconsistent: an initial ABC7 story quotes Essayli stating the arrest occurred on Friday, Oct. 2, while a subsequent ABC7 report places the arrest on Sunday, Oct. 4, with the court appearance following on Monday, Oct. 5. This discrepancy has not been publicly resolved by prosecutors.
Magistrate Judge Steve Kim ordered Zhang detained following a contested hearing on Oct. 7. U.S. District Judge Serena R. Murillo denied the defense's application for review of that detention order on Oct. 14.
The charge — acting as an unregistered foreign government agent — is a federal offense under 18 U.S.C. § 951. It is distinct from the Foreign Agents Registration Act (FARA) and does not require proof of registration failure; it requires proof of knowing action at a foreign government's direction. The case is being prosecuted by the U.S. Attorney's Office for the Central District of California.
The Oct. 19 preliminary hearing and Oct. 23 arraignment date are the next anticipated court events. Whether prosecutors seek a superseding indictment, and any further bail or detention proceedings, remain the primary developments to monitor.
