Sean Joyce is actively advancing the Target '28 restructuring plan, which the Irvine City Council voted 5-2 to keep under study in late September 2026. Irvine projects a $37 million annual structural deficit by July 1, 2028, rising to $47 million by 2030 without corrective action. According to Voice of OC, since 2019 the city added 276 full-time positions — a 28% increase — while the city's population grew only 3%. Salaries and benefits now represent 69% of the general fund.

Joyce's plan targets $27 million in spending reductions and $10 million in fee and cost-recovery increases, with no new taxes proposed. The spending-cut strategy centers primarily on attrition of vacant positions: the city currently carries 66 vacancies, projected to reach 123 by June 30, 2028, and would reduce management layers. The fee component would increase cost recovery from city services.

Joyce officially assumed the role on Aug. 10, 2026, following the City Council's July 28 vote to appoint him for a fixed term through Aug. 31, 2027 at $434,242 — matching outgoing City Manager Sean Crumby's compensation. Crumby, who disclosed the structural budget problem to city leaders, retired with his last day on Aug. 14. Since Joyce's 2018 departure, Irvine cycled through three city managers plus interims, with no one lasting longer than four years.
