Irvine is bringing back Sean Joyce, who retired as city manager in February 2018, for a maximum of one year while the city searches for a long-term replacement. Voice of OC reports the move comes as Irvine confronts multimillion-dollar structural deficits that will recur annually without major shifts. Outgoing City Manager Sean Crumby is retiring after less than a year in the role, after telling city leaders about the structural budget problem. Joyce will overlap a couple of days with Crumby. Since Joyce left in 2018, Irvine has had three city managers plus interims during searches; no one lasted longer than four years, per Voice of OC.

Joyce previously served about 13 years as city manager — Voice of OC clarified he is the city's second-longest-serving manager. After leaving Irvine he did interim city-manager work in Cypress, South Pasadena, Huntington Beach, San Clemente, and Laguna Beach. In the city's appointment release, Joyce said he looked forward to rejoining an organization known for municipal service quality.

When Joyce left, Irvine had about 800 staff and was described as having one of the stronger municipal budgets in the county. He returns to a city with more than 1,100 employees and public revelations of multimillion-dollar yearly deficits without major course changes — placing Irvine among OC cities struggling with structural shortfalls.

Voice of OC flags open questions about whether Irvine can still deliver long-promised work such as the Great Park (which Joyce oversaw in his prior tenure), a new library system, and other major infrastructure.
